• A public source clearly names a specific person
• A GitHub username, maintainer persona, or other public handle is the clearest supported identifier
• The identity matters to understanding the operation, tooling, or coordination
• The page can separate confirmed facts from inference

Keep it under groups or ops when

• Reporting only names a crew or shared persona with no clear individual account-level operational relevance
• The identity claim depends on speculation, handle reuse, or weak social-media reporting
• The operation matters more than the individual identity
